Lesotho Strengthens Digital Inclusion Agenda as USF Chairperson Ramashamole Highlights Connectivity Expansion at Commonwealth Digital Roadshow

The Principal Secretary in the Ministry of Information, Communications, Science, Technology and Innovation, Mr. Kanono Ramashamole, delivered a detailed address at the Commonwealth Digital Roadshow in his role as Chairperson of the Universal Service Fund Committee. His participation formed part of a broader national effort to advance digital inclusion and ensure that connectivity reaches all citizens across Lesotho. The session focused on Digital Inclusion and Universal Access, a critical area in the country’s digital transformation strategy. Mr. Ramashamole used the platform to highlight the importance of structured investment in communication infrastructure. His remarks reinforced the government’s commitment to bridging the digital divide between urban and rural communities.
During his address, Mr. Ramashamole explained the central role of the Universal Service Fund in expanding access to communication services across Lesotho. He noted that the Fund was established in 2009 under the Communication Act of 2000, specifically Section 16, and further supported by Legal Notice 31 of 2009. The mandate of the Fund is to ensure that telecommunications, broadcasting, and postal services reach Basotho living in underserved and unserved areas. This framework is designed to address long standing inequalities in access to information and communication technologies. It also provides a structured mechanism for supporting national connectivity goals.
Mr. Ramashamole emphasized that the Universal Service Fund continues to implement both ongoing and planned initiatives aimed at expanding affordable and reliable connectivity across the country. These initiatives include targeted infrastructure investments that focus on remote and rural regions where access remains limited. He highlighted that improving connectivity is not only a technical goal but also a social and economic priority. Wider access to digital services enables citizens to participate more fully in education, employment, and innovation opportunities. It also strengthens the ability of government institutions to deliver services more efficiently.
A key message in his address was the importance of collaboration between government, regulators, and private sector stakeholders in achieving sustainable digital transformation. Mr. Ramashamole stressed that no single institution can bridge the digital divide alone. He explained that coordinated efforts are necessary to ensure that investments are efficient and that infrastructure reaches those who need it most. Partnerships with industry players were described as essential in scaling up connectivity solutions and reducing costs. He also noted that inclusive digital development depends on shared responsibility and long term commitment from all sectors.
The Principal Secretary further highlighted the broader economic and social benefits of expanding connectivity in Lesotho. He explained that improved access to digital infrastructure supports education by enabling remote learning and access to online resources. It also encourages innovation by providing individuals and businesses with the tools needed to participate in the digital economy. Enhanced connectivity improves public service delivery by making government systems more accessible and efficient. These developments contribute directly to national growth and help reduce inequality across communities.
In his closing remarks, Mr. Ramashamole called on delegates at the Commonwealth Digital Roadshow to strengthen cooperation through practical knowledge sharing and partnership building. He encouraged the sharing of affordability policy toolkits that can help countries design more effective digital access strategies. He also emphasized peer learning as a valuable tool for addressing the usage gap that still exists in many regions. The development of relevant digital content and skills was highlighted as a key factor in ensuring meaningful connectivity. The Commonwealth Digital Roadshow continues to provide an important platform for dialogue, collaboration, and collective action aimed at advancing digital inclusion and transformation across member states.
