Lesotho and South Africa Strengthen Border Cooperation With New Travel and Digital Entry Reforms

The Minister of Home Affairs, Local Government, Chieftainship and Police, Honourable Lebona Lephema, has briefed Basotho on major developments following recent high level engagements between the Governments of Lesotho and South Africa focused on improving border management and cross border movement. The discussions aim to make travel easier while strengthening cooperation between the two neighboring countries. The briefing highlighted ongoing reforms designed to modernize border operations and reduce delays experienced by travelers. It also reflected a shared commitment to improving regional mobility in a controlled and efficient manner. The Minister emphasized that these changes are intended to balance convenience with security and legal compliance.
A key proposal announced by Honourable Lephema is the use of National Identity Cards as official travel documents between Lesotho and South Africa. This initiative is designed to allow Basotho and South African citizens to cross borders without needing passports for short term travel. The goal is to reduce administrative barriers and improve convenience for people who frequently move between the two countries for work, business, education, and family reasons. The Minister explained that this reform reflects growing cooperation and trust between the two governments. It is also part of a broader effort to strengthen regional integration within the Southern African region.
Mrs Bertha Pitso from the Office of Immigration provided further details on planned improvements at border posts aimed at increasing efficiency and reducing congestion. One of the major developments includes the introduction of electronic gates, known as e gates, which will allow travelers to scan their identity cards for faster processing. This system is expected to significantly reduce waiting times and improve the overall flow of people at busy border points. Vehicles will also be processed more efficiently through tollgate systems under a One Stop Border Post model. These changes are intended to modernize border infrastructure and improve service delivery for travelers.
The discussions also addressed labour mobility between the two countries, particularly in relation to employment opportunities in South Africa. It was noted that South Africa will assess workforce needs and issue permits based on demand and regulatory requirements. The process will also take into account South Africa’s Critical Skills framework, which identifies areas where skilled workers are needed. This approach is intended to ensure that labour movement is structured, transparent, and aligned with economic priorities. It also aims to protect workers while supporting industries that rely on cross border labour.
Health related requirements were also highlighted during the briefing, with emphasis placed on the importance of medical aid and travel insurance for individuals crossing the border. These measures are intended to ensure that travelers are protected in case of emergencies while abroad. The governments also discussed the introduction of an Electronic Travel Authorization system for visitors entering South Africa. This system will support applications for study visas and allow for extended stays beyond the current 90 day limit, up to 180 days. The ETA is designed to streamline entry procedures while maintaining proper documentation and compliance with immigration laws.
Honourable Lephema further encouraged Basotho to comply with South African laws and use legal channels when traveling or applying for permits. He clarified that the Electronic Travel Authorization is not a work permit but a system that facilitates lawful travel and application processes. He also urged individuals who have overstayed in South Africa to report to the Office of the Director of Immigration to regularize their status where possible. The Minister emphasized that cooperation between citizens and authorities is essential for the success of these reforms. The briefing concluded with a strong message that improved border management will enhance regional integration while ensuring safety, order, and efficiency for all travelers.
