Lesotho and India Sign Groundbreaking MoU on Digital Public Infrastructure

In a landmark step towards accelerating digital transformation, Honourable Minister Nthati Moorosi, Lesotho’s Minister of Information, Communications, Science, Technology and Innovation, led the signing of a Memorandum of Understanding (MoU) on Digital Public Infrastructure (DPI) with India’s Ministry of Electronics and Information Technology (MeitY).
The agreement was formalised during the official visit of His Excellency Mr. Pabitra Margherita, India’s Honourable Minister of State for External Affairs, marking a pivotal moment in the growing partnership between the two nations.
Minister Moorosi hailed the MoU as a significant milestone in Lesotho–India relations, highlighting its potential to strengthen cooperation in key areas such as digitisation, e-governance, artificial intelligence, and digital innovation. “This partnership represents a shared commitment to modernising public services, empowering youth entrepreneurs, and building inclusive digital ecosystems,” she said. “It is a leap forward for Lesotho’s digital transformation journey.”
The collaboration is expected to draw from India’s globally recognised digital platforms, notably India Stack — a suite of open-source digital public goods that has revolutionised governance, financial inclusion, and service delivery in India and beyond.
Minister Margherita echoed this optimism, affirming India’s readiness to support Lesotho’s development agenda. He emphasised the enduring friendship between the two countries and expressed interest in deepening cooperation not only in technology but also in sectors such as agriculture, healthcare, tourism, infrastructure, and renewable energy.
The MoU sets the stage for technical exchanges, joint pilot projects, and capacity building, with the aim of strengthening Lesotho’s digital capabilities and enhancing the government’s ability to deliver efficient, transparent, and citizen-centred services.
This historic agreement underscores the value of international partnerships in harnessing the power of technology to drive inclusive growth, with Lesotho positioning itself to benefit from India’s proven expertise in building scalable and secure digital systems.
As the global digital landscape continues to evolve, this collaboration stands as a powerful example of South-South cooperation in shaping the future of digital governance.
