Lesotho Highlands Development Authority to Welcome Second Tunnel Boring Machine for Polihali Transfer Tunnel Project

The Lesotho Highlands Development Authority (LHDA) is set to mark a significant milestone this Saturday, June 28, 2025, with the official arrival of the second Tunnel Boring Machine (TBM) at the Caledonspoort Border Post. This event represents a crucial step forward in the ongoing construction of the 38-kilometre Polihali Transfer Tunnel, a key component of the Lesotho Highlands Water Project.
According to LHDA officials, the arrival of the second TBM is expected to accelerate excavation works at the Polihali site, with operations anticipated to begin by September 2025. This advancement will bring the project closer to completion, strengthening the infrastructure needed to transfer water efficiently and sustainably from Lesotho to South Africa.
The first TBM was welcomed on September 4, 2024, at the same border post in a ceremony that brought together key stakeholders. Attendees included the Minister of Natural Resources, Mr. Mohlomi Moleko; South African High Commissioner, Her Excellency Ms. Constance Seoposengwe; LHDA Chief Executive, Mr. Tente Tente; members of the LHDA Board of Directors; and representatives from the Lesotho Highlands Water Commission (LHWC).
At the initial TBM welcoming event, Mr. Tente highlighted the significance of the occasion, calling it “a major milestone and a historic moment for Lesotho.” He shared insights about the TBM’s journey, noting that the machine had departed Shanghai, China, on July 30, 2024, and arrived safely at Durban Harbor on August 27, 2024, before being transported to Lesotho.
The introduction of the second TBM reaffirms the LHDA’s commitment to delivering the Polihali Transfer Tunnel on schedule and within scope, which will play a vital role in the regional water transfer system. This infrastructure aims to boost water security for both Lesotho and South Africa, supporting economic growth and environmental sustainability in the region.
As the project progresses, the LHDA continues to engage with stakeholders and communities to ensure smooth execution and lasting benefits for all involved.
