Lesotho Launches Bold Digital Transformation Strategy to Build a More Connected and Inclusive Future

In a landmark event held at Victory Hall in Maseru, the Minister of Information, Communication, Science, Technology and Innovation, Honourable Nthati Moorosi, officially launched the National Digital Transformation Strategy alongside the Ministerial Strategy—two visionary roadmaps designed to guide Lesotho into a more connected, innovative, and digitally empowered future over the next five years.

These strategies represent a significant step forward in Lesotho’s ambition to become a modern, technologically advanced nation. They are tailored to improve the lives of all Basotho by expanding access to internet, creating digital jobs, supporting small businesses, and improving essential services such as healthcare and education through smart, digital solutions.

Speaking at the launch, Minister Moorosi—who also serves as Lesotho’s Chief Digital Officer and Chair of the African Union ICT Committee—outlined the government’s commitment to building a digitally inclusive society. She highlighted the urgent need to close the digital divide, especially as more than half of the population still lacks access to the internet and basic digital skills.

“This is not just about technology,” Minister Moorosi emphasized. “It is about transforming lives, empowering communities, and ensuring that every Mosotho—regardless of age, gender, or location—has the opportunity to thrive in the digital era.”

The strategies introduce new policies to improve internet connectivity, data protection, and technological innovation. These frameworks are expected to create a safer, more reliable digital ecosystem for both individuals and businesses. Lesotho will also soon pilot digital ID cards and digital certificates, which will simplify how citizens access government services, register businesses, and conduct secure transactions.

In addition, the strategies place special emphasis on empowering young people, women, and tech innovators by providing them with the tools, resources, and training needed to succeed in the digital economy. Government services such as education, health, and civil registration will be modernized through digital platforms to increase efficiency, transparency, and accessibility—especially in remote communities.

Minister Moorosi expressed her gratitude to all the local and international partners who played a pivotal role in shaping the strategies, including the United Nations Development Programme (UNDP), International Telecommunication Union (ITU), and the World Bank. Their support has ensured that the digital roadmap is not only globally aligned but also tailored to Lesotho’s unique socio-economic context.

Quoting revered philosopher Morena Mohlomi, Minister Moorosi reminded the nation of the importance of unity and vision in times of transformation: “The strength of a nation lies in the courage and unity of its people to shape a better tomorrow.”

As Lesotho embarks on this ambitious digital journey, the newly launched strategies serve as a call to action for all Basotho—to embrace innovation, to uplift one another, and to build a future where technology is a bridge to opportunity for every citizen.
