Lesotho Secures Debt Relief Through China Loan Waiver

The Government of the Kingdom of Lesotho has achieved a significant milestone in its economic management by signing an agreement with the People’s Republic of China for the waiver of two interest-free loans totaling RMB 89.976 million, roughly M214.466 million. The accord was formalized by the Honourable Minister of Finance and Development Planning, Dr. Retšelisitsoe A. Matlanyane, alongside the Ambassador of China to Lesotho, Yang Xiaokun. These loans, extended under bilateral agreements in 2011 and 2012, had previously supported key development projects in Lesotho, including infrastructure and agricultural initiatives. The agreement signals a strengthening of the longstanding partnership between Lesotho and China while providing tangible fiscal relief that can benefit the nation’s broader economic recovery strategies.

The first loan, amounting to RMB 49.996 million or approximately M119.805 million, was allocated for the refurbishment of the Maseru Manthabiseng Convention Centre. This project aimed to position Lesotho as a competitive host for national, regional, and international events, enhancing both business tourism and civic engagement capacities. The investment facilitated modernization of the facility, ensuring it meets contemporary standards for large-scale gatherings. By upgrading key infrastructure, the project not only expanded event-hosting potential but also created temporary employment and stimulated local service sectors, demonstrating the multidimensional impact of the loan.

The second loan, valued at RMB 39.98 million, approximately M95.904 million, supported the UNCAO Mushroom Cultivation Project under the Ministry of Agriculture. This initiative introduced modern agricultural practices, allowing farmers to adopt efficient, low-cost mushroom production methods. The project aimed to strengthen food security, diversify income sources for rural communities, and promote sustainable agricultural techniques. By providing access to improved cultivation methods and supporting local farmers, the program contributed to both economic stability and community resilience. The loan’s support extended beyond financial assistance, enabling knowledge transfer and capacity-building in the agricultural sector.

Both loans were originally scheduled for repayment by the end of December 2024. The waiver of this debt provides immediate relief to Lesotho’s public finances and enhances fiscal space for the government. This flexibility allows for the reallocation of resources to priority development areas such as health, education, and infrastructure. Reducing the debt burden also strengthens the country’s macroeconomic position, supporting ongoing efforts in fiscal prudence and sustainable economic planning.
