Lesotho Strengthens Global Migration Cooperation at the Second International Migration Review Forum in New York

The Government of Lesotho, represented by the Minister of Labour and Employment, Hon. Tseliso Mokhosi, participated in the opening day of the Second International Migration Review Forum (IMRF) held on 5 May 2026 at the United Nations Headquarters in New York. The forum brings together member states, international partners and stakeholders to review progress on global migration governance under the Global Compact for Safe, Orderly and Regular Migration. Lesotho’s participation reflects its continued commitment to international cooperation on migration issues that affect labour mobility, development and human rights. The opening sessions set the tone for high-level dialogue on practical solutions to migration challenges. The Minister’s presence underscored Lesotho’s active role in shaping inclusive and rights-based migration policies at global level. The engagement also highlighted the importance of collaboration between sending, transit and receiving countries.

On the first day of discussions, Hon. Tseliso Mokhosi contributed to two key thematic round tables that addressed critical aspects of global migration management. The first round table focused on addressing the drivers of migration, with emphasis on expanding safe and rights-based pathways for migrants. Discussions also explored how countries can promote fair labour mobility systems that protect workers while meeting labour market needs. Delegates examined ways to strengthen transparent and human-centred migration governance frameworks that prioritise dignity and equality. A significant part of the dialogue also looked at the ethical use of digital tools in migration management, ensuring that technology supports fairness and does not create new risks for vulnerable groups. Lesotho’s participation in this session reinforced its interest in building safer and more structured migration systems for its citizens working abroad.

The second round table addressed issues related to safe and dignified return and reintegration of migrants. It also covered rights-based alternatives to detention, which aim to reduce unnecessary restrictions on migrants while ensuring compliance with legal frameworks. Coordinated border management was another key focus, with discussions centred on improving cooperation between countries to ensure orderly movement of people. The session also examined global efforts to combat trafficking in persons and migrant smuggling, which remain major threats along migration routes. Delegates further discussed the importance of saving lives during migration journeys and improving protection mechanisms for vulnerable migrants. Another key point raised was the need to ensure that all migrants have access to legal identity and proper documentation, which is essential for accessing services and protecting rights.

Lesotho reaffirmed its full commitment to the IMRF process and expressed its intention to continue active participation throughout the forum scheduled from 5 to 8 May 2026. The country emphasised the importance of collective action in addressing migration challenges that affect both regional and global stability. Through its engagement, Lesotho seeks to strengthen partnerships that support safe labour migration and protect the rights of its citizens abroad. The discussions also align with national priorities on employment creation, skills development and improved labour governance systems. By contributing to these global conversations, Lesotho positions itself as a proactive partner in shaping fair and sustainable migration frameworks. The outcomes of the forum are expected to support stronger cooperation and more effective migration management strategies in the years ahead.
