Lesotho Launches Pilot Programme for Digital Service Identification System

Lesotho has taken a major step toward modernising public service delivery with the launch of a pilot programme for its new digital and service identification system. The initiative, led by the Principal Secretary in the Ministry of Information, Communication, Science, Technology and Innovation (MICSTI), Mr Kanono Ramashamole, aims to improve accessibility, efficiency, and security in both public and private service interactions. This programme reflects the government’s commitment to accelerating digital transformation while reducing bureaucratic obstacles that have historically slowed service delivery. By integrating technology into everyday interactions between citizens and institutions, Lesotho positions itself to create a more responsive, streamlined, and digitally inclusive society. The rollout is expected to have long-term benefits for service efficiency, citizen engagement, and overall government transparency.

Mr Ramashamole explained that the new system will significantly simplify how citizens access a wide range of services. Instead of relying on extensive paperwork and in-person visits, users will be able to navigate both public and private services more efficiently through a secure digital platform. The system is designed to shorten long queues, reduce administrative bottlenecks, and improve the overall quality of interactions between citizens and government agencies. By centralising identification and service access, the initiative ensures that services are more reliable and consistent across different departments. This approach aligns with Lesotho’s broader digital transformation strategy, which focuses on creating a modern, citizen-centered government infrastructure.

The pilot programme will initially undergo a testing phase to ensure the system functions effectively and securely. Scheduled to begin on April 2, 2026, it will involve approximately 10,000 participants who will provide feedback and help refine the system. This phased approach allows for adjustments based on real-world usage before a nationwide rollout. By starting with a manageable group of users, the government can identify potential challenges such as technical glitches, security concerns, or user experience issues. This careful implementation strategy increases the likelihood of a smooth transition to full-scale adoption while maintaining trust and reliability.

Security and reliability are central to the digital/service identification system. According to Mr Thapeli Tjabane, Director General in the Department of Information, Communication and Technology, registration will require individuals to provide a valid national identity document and a registered SIM card number. Participants will also undergo biometric registration, including fingerprint or facial recognition verification, to ensure accurate and secure identification. This process safeguards against identity fraud and ensures that each registered user has a unique digital profile. Combining biometric data with secure mobile registration enhances the credibility of the system while protecting users’ personal information.

The introduction of Lesotho’s digital service identification system marks a critical milestone in the country’s digital transformation journey. By streamlining service access, reducing administrative delays, and enhancing security, the programme demonstrates the government’s commitment to innovation and efficiency.
