Lesotho Unveils 2026/27 National Budget Focused on Growth and Economic Resilience

The Government of Lesotho convened at the Parliament of Lesotho in Maseru to present and deliberate on the 2026/27 National Budget and Development Plan. The session set the tone for a renewed push toward economic recovery and long term sustainability. Leaders stressed the urgency of strengthening resilience after recent external shocks that affected growth and stability. The budget process reflects a clear intent to stabilise public finances while unlocking new economic opportunities. It also signals a shift toward targeted investment in sectors that can deliver measurable results.

Delivering the budget statement, Finance Minister Retšelisitsoe Matlanyane outlined a plan aimed at repositioning the economy onto a sustainable growth path. She acknowledged recent economic challenges but pointed to signs of recovery driven by renewed activity in key productive sectors. Agriculture stands at the centre of this recovery strategy, with projections indicating improved output due to better livestock breeding practices and favourable weather conditions. These improvements are expected to boost food production and reduce reliance on imports. The approach prioritises practical interventions that can quickly translate into higher productivity and rural income growth.

The budget allocates M1.1 billion to agriculture, reinforcing its role as a primary driver of economic expansion and food security. This funding targets increased productivity, improved farming systems, and support for sustainable practices that protect long term output. The tourism, culture, and sports sector receives M288.7 million to expand offerings and preserve national heritage. Within this, M150 million is dedicated to upgrading sports infrastructure and improving access to quality facilities across the country. These investments aim to stimulate local economies while creating employment opportunities linked to tourism and sports development.

Human capital development receives a significant M8.1 billion allocation, reflecting the government’s focus on building a capable and healthy population. Education, healthcare, skills development, and social welfare programmes form the core of this investment. A total of M3.1 billion is directed specifically toward strengthening healthcare services, improving access and quality nationwide. Infrastructure development is allocated M6.5 billion to support projects that enable long term economic growth and improve service delivery. In addition, M386.4 million is earmarked for information and communications technology to accelerate digital transformation and expand national connectivity.

Dr Matlanyane framed the budget as a strategic tool for economic transformation rather than a routine financial plan. She emphasised its role in unlocking productive capacity, empowering businesses, and positioning the country within regional and global markets. The 2026/27 National Budget reflects a clear commitment to inclusive growth and economic diversification. It aligns public spending with sectors that can deliver both immediate recovery and sustained expansion. The plan sets a foundation for improving livelihoods while strengthening Lesotho’s competitiveness in an increasingly complex global economy.
