Lesotho Launches Public Health Emergency Management Training to Strengthen National Response

The Ministry of Health in Lesotho has officially launched the Public Health Emergency Management (PHEM) Training in Maseru, with the Permanent Secretary, Mrs. ‘Maneo Ntene, opening the program on behalf of the Minister of Health. The training aims to enhance the country’s ability to respond to disease outbreaks and other public health threats through strengthened systems and coordinated action. During the opening session, Mrs. Ntene emphasized the need to institutionalize Public Health Emergency Management within the national health system to improve decision-making, ensure timely responses, and enhance overall emergency preparedness. She highlighted that integrating PHEM into national structures is critical for building resilience against health emergencies and safeguarding public health. The launch marks a key step in advancing Lesotho’s capacity to manage crises efficiently and proactively.

The primary objective of the training is to introduce and embed Public Health Emergency Management within Lesotho’s health system through executive-level strategic orientation and technical-level operational training. Participants will receive guidance on PHEM governance, policy alignment, and the operations of the Public Health Emergency Operations Centre (PHEOC). By combining strategic and operational components, the training ensures that leaders and technical teams are equipped to make informed decisions during emergencies. The program also seeks to establish clear protocols and communication channels that facilitate rapid response and coordinated action across multiple sectors. Institutionalizing PHEM in this way is expected to enhance national readiness and improve outcomes in future public health crises.

Another important focus of the training is the development of a multidisciplinary workforce capable of responding effectively to public health emergencies. Health professionals, policy makers, and emergency responders are being trained to handle complex challenges that may arise during outbreaks, natural disasters, or other crisis situations. The program emphasizes building capacity, resilience, and practical skills to strengthen operational efficiency in emergency scenarios. By fostering collaboration among diverse sectors, the training encourages teamwork and shared responsibility in addressing health threats. This approach ensures that Lesotho has a prepared and agile workforce that can respond quickly and effectively when emergencies occur.

The five-day training, running from 16–20 March 2026, is organized by the Ministry of Health in partnership with the Africa Centres for Disease Control and Prevention. The program is designed to boost Lesotho’s preparedness and capacity to respond to public health emergencies by combining international expertise with local knowledge. Key partners supporting the initiative include the World Health Organization, UNICEF, the U.S. Centers for Disease Control and Prevention, the Disaster Management Authority, and other stakeholders involved in health security and emergency preparedness. Their involvement provides technical guidance, resources, and experience to ensure the training meets global standards and addresses national needs. Collaboration with these organizations also strengthens networks and partnerships critical for effective emergency response.

The launch of the PHEM Training represents a major milestone in Lesotho’s commitment to public health and emergency readiness. By equipping leaders and technical teams with the knowledge, skills, and operational frameworks needed for rapid response, the country is taking proactive steps to protect its population. The program underscores the importance of strategic planning, cross-sector collaboration, and workforce development in managing public health threats.
