Ministry of Law and Justice Sensitises NPOs on Money Laundering and Terrorism Financing Risks

The Ministry of Law and Justice, through the Registrar General’s Office, hosted a sensitisation workshop for Non-Profit Organisations (NPOs) in Maseru on Thursday. The initiative aimed to raise awareness of the risks associated with money laundering and the financing of terrorism.

During the workshop, Industrial Property Counsel at the Registrar General’s Office, Mr. Lesaoana Molapo, highlighted the importance of educating NPOs on activities that could expose them to criminal exploitation. He explained that criminal networks often target NPOs due to their humanitarian focus, extensive community reach, and reliance on donations, sometimes operating without the organisations’ knowledge.

Mr. Molapo noted that failing to manage these risks can result in serious legal and reputational consequences for NPOs. Organisations may face fines, regulatory scrutiny, and damage to public trust if they inadvertently become channels for illicit funds.

The Registrar General’s Office, he said, is working closely with relevant stakeholders to intensify awareness programmes. These programmes aim to ensure NPOs understand and comply with existing laws and regulations. Key compliance areas highlighted during the workshop include proper registration, maintaining accurate financial records, transparency in operations, and timely reporting of suspicious transactions.

The Ministry emphasised that NPOs play a crucial role in community development but must implement strict internal controls to safeguard their operations from abuse. By promoting compliance and accountability, the Registrar General’s Office seeks to protect both the organisations and the wider community from the risks associated with financial crimes.

The workshop also provided participants with practical guidance on identifying red flags, implementing internal monitoring systems, and collaborating with authorities to mitigate potential threats. Officials encouraged NPOs to adopt proactive measures and seek guidance whenever uncertainties arise regarding donations or financial transactions.

Through such initiatives, the Ministry of Law and Justice aims to strengthen the integrity of the non-profit sector and ensure that charitable activities remain transparent, accountable, and free from criminal exploitation.
