Lesotho Calls for a United African Voice on Digital Transformation at the African Telecommunications Union Conference

Lesotho has reaffirmed its commitment to advancing Africa’s digital transformation by calling for stronger continental cooperation during the 7th Ordinary Session of the African Telecommunications Union Conference of Plenipotentiaries, also known as CPL-26, in Abuja, Nigeria. Representing the Kingdom, the Principal Secretary in the Ministry of Information, Communications, Science, Technology and Innovation, Mr Kanono Ramashamole, delivered Lesotho’s Country Policy Statement before delegates from across the continent. His address highlighted the need for African nations to work together as they shape policies that will define the future of digital development, innovation and connectivity. The conference comes at an important time as Member States discuss the African Telecommunications Union Strategic Plan for 2027 to 2031 and prepare to elect new leadership, including the Administrative Council and Secretary General. Lesotho’s participation demonstrates its commitment to ensuring that Africa’s digital future is guided by collaboration, innovation and shared priorities.

During his address, Mr Ramashamole emphasized that Africa’s influence on the global digital landscape will depend not on the number of countries represented at international meetings but on the strength of a united continental position. He noted that African countries have an important opportunity to strengthen cooperation as they finalize common proposals ahead of the International Telecommunication Union Plenipotentiary Conference in Doha. Presenting a common African position allows the continent to advocate more effectively for policies that reflect its unique development priorities and technological aspirations. A coordinated approach also strengthens Africa’s negotiating power in discussions involving global digital governance, telecommunications and emerging technologies. Lesotho believes that unity remains essential if African countries are to secure meaningful outcomes in international digital policy forums.

The African Telecommunications Union conference serves as one of the continent’s most important platforms for shaping telecommunications and digital development strategies. Delegates are reviewing the Union’s Strategic Plan for the period from 2027 to 2031 while considering priorities that will influence technology, connectivity and innovation across Africa for years to come. The Kingdom emphasized that global digital policies should take into account the unique circumstances faced by Landlocked Developing Countries, Least Developed Countries and Small States. These nations often encounter additional challenges related to infrastructure, connectivity, financial resources and access to advanced technologies. By advocating for more inclusive international frameworks, Lesotho seeks to ensure that no country is left behind as digital technologies continue to reshape economies and societies. Lesotho also raised the importance of language equality within the African Telecommunications Union. The Kingdom called for all official languages of the Union to receive equal treatment in documentation, deliberations and outreach activities. In addition, Lesotho proposed renaming the elevated Technical and Development Conference as the African Digital Development Conference. This proposed name better reflects the evolving focus of the Union as digital transformation increasingly becomes central to Africa’s development agenda.
