RSL Announces Reforms to Ease Tax Compliance and Support Economic Growth

Speaking at the Post-Budget Speech Gala Dinner in Maseru, Mr. Makoa confirmed that these reforms are expected to be implemented within the next one and a half months, before the end of the current financial year. The reforms aim to streamline processes such as tax clearances and refunds while introducing relief measures for sectors experiencing economic hardships, including mining and textile manufacturing.
Mr. Makoa emphasised that these initiatives respond directly to taxpayer concerns. “We have heard your concerns and we are currently working on administrative and policy reforms aimed at addressing some long-standing challenges. You should expect to see some changes before the end of the financial year,” he said. He underlined that the national budget is not just a financial plan but a reflection of the country’s priorities and commitment to building a stronger, more resilient economy. The Acting Commissioner General highlighted that domestic resource mobilisation, efficient public spending, and collaboration between government and the private sector are central to sustainable growth.
In detailing RSL’s strategic direction, Mr. Makoa explained that the agency is repositioning itself as a taxpayer-centric institution. The reforms are aimed at easing compliance, improving service delivery, and supporting economic resilience as Lesotho transitions to a private sector-led economy under the National Strategic Development Plan II (NSDP II). He also praised Nedbank Lesotho for over 15 years of partnership in promoting financial literacy and fostering national dialogue on fiscal matters, noting that such collaboration strengthens public trust and engagement in fiscal policies.
Mr. Makoa called for continued collaboration among government entities, financial institutions, and the business community to ensure that fiscal policies translate into tangible benefits for Basotho. He emphasised that joint efforts are essential to transform the aspirations of the national budget into real opportunities that deliver stability, growth, and shared prosperity for every citizen. The reforms aim to support sectors most in need, modernise administrative procedures, and encourage voluntary compliance, ultimately strengthening the country’s economic foundations.
The event followed the presentation of the 2026/27 Budget Speech by the Minister of Finance and Development Planning, Dr. Rets’elisitsoe Matlanyane, who attended as Guest of Honour. The combined message from RSL and the Ministry of Finance underscores a coordinated approach to fiscal management, with an emphasis on efficiency, accountability, and partnership. By implementing these reforms, Lesotho positions itself for a more resilient economy and a business environment conducive to long-term growth.
