Lesotho Extends Exemption Permit for Basotho Working in South Africa

On October 15, 2025, the Government of Lesotho announced an eighteen-month extension of the Lesotho Exemption Permit (LEP), which allows Basotho to work legally in South Africa. This decision follows negotiations between the two governments and aims to safeguard the rights of Basotho workers abroad.

Hon. Lebona Lephema, Minister of Local Government, Chieftainship, Home Affairs and Police, highlighted that since 2016, approximately 94,000 Basotho have applied for the LEP, with 54,000 successfully granted permits. The government congratulated all Basotho living or working in South Africa for this achievement and urged timely renewal of permits to avoid legal complications.

Basotho workers are advised to seek guidance through the Lesotho embassy and avoid relying on third parties for online applications. Hon. Lephema emphasized that a 90-day stay in South Africa does not grant the right to work without a permit. Employment requires a legally obtained work permit and a letter of employment. Workers with valid permits are entitled to all employment benefits.

The government plans to continue discussions with South Africa on managing cross-border labor movement. These discussions will involve the International Organisation for Migration (IOM) to ensure proper regulation and support for Basotho workers.

This extension of the LEP reflects Lesotho’s commitment to protecting its citizens working abroad and maintaining strong bilateral relations with South Africa. It ensures that Basotho workers can continue to contribute to both economies legally and safely.
