Day 2 of Dialogue on Digital Public Infrastructure Focuses on Lesotho’s Digital Transformation

Day 2 of the Dialogue on Digital Public Infrastructure (DPI) took place yesterday, bringing together government leaders, development partners, and sector experts to discuss how DPI can reshape governance and service delivery in Lesotho.
Ms. Nthabiseng Pule from UNDP opened the session, emphasizing that DPI creates secure, inclusive, and efficient systems. She highlighted how these systems bridge gaps between citizens, businesses, and governments, ensuring seamless and trusted interactions. DPI is designed to improve accessibility, transparency, and efficiency across sectors, addressing service gaps in both urban and rural areas.
Mr. Khiba Masiu, Director at the Ministry of Information, Communications, Science, Technology and Innovation, stressed that successful digital systems require strong governance, inclusive control, and sustainable funding mechanisms. He presented a framework for DPI implementation with three key components: governance structures and resilient operational models, inclusive steering mechanisms that amplify all voices including marginalized groups, and sustainable, transparent, and equitable funding models.
Speakers also highlighted operational priorities. Digital systems must ensure security, interoperability, and long-term resilience to adapt to changing technological and social environments. Investments in foundational infrastructure such as digital identity, digital payments, and secure data exchange are critical for Lesotho’s digital transformation.
Participants agreed that DPI will empower citizens, foster innovation, and strengthen digital trust. Strong governance and sustainable systems are essential to ensure these benefits reach all sectors of society.
The dialogue concluded with a shared commitment to advance Lesotho’s digital transformation through coordinated investment in infrastructure, inclusive policy frameworks, and resilient digital operations.
