Lesotho Strengthens Public Service Reporting Through Capacity-Building Workshop

On October 15, 2025, Mr. Ntsu Shale, Deputy Principal Secretary of the Ministry of Public Service, officially closed a four-day capacity-building workshop held in Maseru. The workshop focused on the use of the State Party Assessment Tool (SPAT) for evaluating compliance with the African Charter on Values and Principles for Public Service and Administration.
During the closing ceremony, Mr. Shale highlighted that Lesotho has adopted a performance management policy, aligned with the charter’s provisions. However, the government has previously struggled to report on national performance due to limited capacity in using SPAT as a reporting instrument. He emphasized that the government is committed to delivering services to Basotho in a responsive, accountable, and transparent manner.
Mr. Shale concluded by noting that participants of the workshop have now acquired the necessary skills to implement SPAT, enabling the government to measure progress and improve service delivery.
Representing the African Union Commission Department of Political Affairs, Peace and Security, Mr. Isaac Garba Abdou stated that the workshop not only strengthened Lesotho’s capacity to report on the charter’s implementation but also demonstrated how practical tools like SPAT can convert governance principles into measurable and actionable outcomes.
The workshop reflects Lesotho’s commitment to enhancing public service governance, building institutional capacity, and ensuring that the principles of accountability and transparency are effectively implemented across government services.
