The Kingdom of Lesotho Reaffirms Commitment to Governance and Sustainable Peace at APRM and African Union PSC Retreat in Ethiopia

The Kingdom of Lesotho has reaffirmed its strong commitment to governance as a key foundation for sustainable peace and stability across the African continent. This commitment was highlighted during its participation in the 5th Joint Retreat between the African Peer Review Mechanism (APRM) and the African Union Peace and Security Council (PSC), held in Ethiopia from 29 to 30 April 2026. The retreat brought together African leaders and governance experts to reflect on the link between governance, conflict prevention, and long term development. Lesotho’s engagement at this high level platform demonstrated its continued dedication to regional cooperation and institutional strengthening. The discussions also reinforced the importance of collective action in addressing the complex drivers of instability in Africa.
Lesotho was represented at the retreat by Ambassador Ntsiuoa Sekete and former Prime Minister Dr. Moeketsi Majoro, who now serves as a Member of the APRM Panel of Eminent Persons. Their presence reflected both diplomatic and technical expertise in advancing governance reform and peacebuilding efforts on the continent. Dr. Majoro’s contribution was particularly significant, as it reinforced Lesotho’s active role in shaping continental frameworks for governance assessment and conflict prevention. The delegation participated in discussions that examined how African states can improve institutional performance and accountability. They also engaged with peers on strengthening democratic systems and promoting transparency in public administration. Through these engagements, Lesotho positioned itself as a committed partner in advancing the objectives of the African Union.
Central to the retreat discussions was the urgent need to bridge the gap between early warning mechanisms and early response actions. Participants emphasized that many conflicts in Africa escalate due to delays in translating warning signals into practical interventions. The retreat also focused on strengthening coordination among African Union institutions, particularly the APRM and the PSC, to ensure a more unified approach to governance and peace and security issues. Governance challenges were identified as key root causes of instability, including weak institutions, lack of accountability, and limited civic participation. The retreat concluded with the adoption of the Burayu Declaration and a Joint Roadmap designed to enhance cooperation between the APRM and PSC. These outcomes are expected to improve coordination and ensure more timely and effective responses to emerging risks across the continent.
Ambassador Ntsiuoa Sekete welcomed the outcomes of the retreat, emphasizing the importance of governance in building lasting peace in Africa. She stated, “Sustainable peace in Africa must be anchored in strong governance systems. Lesotho supports closer APRM–PSC collaboration to advance preventive diplomacy and early action.” Her remarks reflected Lesotho’s broader foreign policy position, which prioritizes peaceful resolution of conflicts and strengthened institutional frameworks. The Ambassador’s statement also highlighted the importance of preventive diplomacy as a practical tool for reducing instability before it escalates into conflict. Lesotho’s participation in the retreat demonstrated its readiness to contribute to continental solutions that promote stability and development. The country continues to align its national priorities with regional and continental frameworks, including Agenda 2063, which sets out Africa’s long term development vision.
Lesotho remains firmly committed to promoting peace, stability, and inclusive development through active engagement in African Union processes and initiatives. The outcomes of the APRM and PSC retreat provide a strengthened platform for cooperation and coordinated action on governance and security challenges. By supporting closer collaboration between key continental institutions, Lesotho is contributing to efforts aimed at building a more peaceful and resilient Africa. The country’s participation also reinforces the importance of shared responsibility among African states in addressing governance deficits and preventing conflict. As implementation of the Burayu Declaration and Joint Roadmap progresses, Lesotho is expected to continue playing a constructive role in advancing these priorities. This commitment reflects a long term vision of a stable, well governed, and prosperous continent where peace is sustained through strong institutions and inclusive governance systems.
