Minister Mputi Calls on Organisations to Support LAPAM in Advancing Professionalism and Ethical Governance

On February 06, 2026, Minister of the Public Service Honourable Mputi Stephen Mputi called on corporates, academic institutions and State-Owned Enterprises to actively support the Lesotho Association of Administration and Management (LAPAM). Speaking at the LAPAM Breakfast Meeting for Corporates held at Avani Lesotho, Minister Mputi emphasised the critical need for a competent, accountable and service-oriented workforce across both public and private sectors. He urged organisations and individuals to join LAPAM, highlighting the association’s role in promoting ethical conduct, adherence to performance standards, evidence-based decision-making and digital transformation. The Minister stressed that professionalised administration is essential for effective service delivery and sustainable national development.
Minister Mputi noted that supporting LAPAM provides a platform for knowledge sharing, skills development and capacity building within Lesotho’s workforce. He encouraged stakeholders to actively engage in initiatives that foster transparency, accountability and innovation in organisational management. By partnering with LAPAM, institutions can align with best practices and ensure that their operations meet recognised ethical and professional benchmarks. The Minister also emphasised that a collaborative approach between government, academia and the private sector is key to achieving a modern, efficient public service.
In her welcome remarks, Government Secretary Mrs Teboho Mokela called on stakeholders to work closely with government to drive public service reform. She highlighted that collective effort is necessary to strengthen institutional capacity and deliver quality services to citizens. Mrs Mokela also announced that Lesotho will host the African Association for Public Administration and Management (AAPAM) Roundtable Conference in December 2026, coinciding with the nation’s 60th Independence Anniversary. She noted that hosting this continental event offers an opportunity to showcase Lesotho’s commitment to administrative excellence and governance reforms.
The meeting further recognised that LAPAM is led by former Lesotho Correctional Services Commissioner Mr Thabang Mothepu, who serves as President. Under his leadership, LAPAM continues to spearhead efforts to professionalise public administration and management in Lesotho. Mr Mothepu has championed initiatives that improve organisational performance, ethical governance and accountability across the public service. Stakeholders at the meeting reaffirmed their commitment to supporting LAPAM’s vision, acknowledging the importance of partnerships in achieving lasting reforms and elevating Lesotho’s service delivery standards.
The event concluded with a renewed call for government institutions, corporates and educational institutions to collaborate in strengthening professional skills, ethical leadership and evidence-based management practices.
