African Development Bank Unveils Country Strategy Paper for Lesotho 2025–2030

The African Development Bank Group has launched its Country Strategy Paper (CSP) for the Kingdom of Lesotho, outlining a comprehensive development programme for the period 2025 to 2030. The CSP provides a clear framework for the Bank’s engagement in Lesotho, identifying priority sectors and strategic interventions to drive economic growth, social development, and sustainable infrastructure. This strategy aims to align Bank support with Lesotho’s national development plans while addressing key challenges such as unemployment, poverty, and climate resilience. By setting out a structured roadmap, the CSP reinforces the commitment of the African Development Bank to support inclusive development and strengthen the country’s institutional capacities. The launch of this strategy signals a renewed partnership focused on long-term, results-oriented development in Lesotho.
The CSP identifies priority areas including economic diversification, infrastructure development, human capital, and climate adaptation. Investments are expected to target sectors that can generate employment and foster private sector growth, particularly for youth and women. The Bank plans to support initiatives that enhance transport, energy, and digital infrastructure, recognizing that connectivity and technology are critical drivers of economic competitiveness. Human capital development is also emphasized through projects that improve education, skills training, and health outcomes. Additionally, climate-smart interventions are integrated to ensure that Lesotho’s development trajectory remains resilient to environmental risks and sustainable over the long term.
The implementation of the CSP will involve close collaboration between the African Development Bank, government institutions, private sector actors, and development partners. Emphasis is placed on transparent governance, monitoring, and evaluation to ensure that projects deliver measurable results. The strategy encourages inclusive stakeholder engagement, allowing communities to benefit directly from development interventions. By providing a clear direction and operational framework, the CSP sets the stage for transformative initiatives that can strengthen Lesotho’s economy and improve the quality of life for its citizens. The launch of this programme represents a major step in deepening the partnership between Lesotho and the African Development Bank and demonstrates a shared commitment to sustainable and inclusive development.
