Lesotho Advances Phase II of Lowlands Water Development Project to Deliver Clean Water Nationwide

The Ministry of Natural Resources in Lesotho, working closely with international partners including the World Bank, European Investment Bank, and the European Union, is making significant progress on Phase II of the Lesotho Lowlands Water Development Project. This ambitious initiative aims to provide clean, reliable water and improved sanitation services to thousands of Basotho communities across the country’s lowland regions.
During a recent progress meeting held in Mafeteng, Minister of Natural Resources, Mohlomi Moleko, reaffirmed the government’s unwavering commitment to ensuring equitable access to water for all citizens. He revealed that following constructive discussions with the Ministry of Finance, the project budget has been successfully increased, overcoming previous funding challenges that threatened to slow implementation.
“This adjustment will accelerate infrastructure delivery, particularly in areas where demand for water is highest,” Minister Moleko said. “Our ultimate vision is a future where no Mosotho has to pay for basic water or electricity services.”
Project Manager Mathalealira Lerotholi provided an update on the current status, highlighting key focus zones including Zones 2 and 3 (Hlotse and Maputsoe), Zone 6 (Mafeteng), and Zone 7 (Mohale’s Hoek). These areas are critical to the project’s goal of supplying over 280,000 people with 57 million litres of clean water daily, alongside sanitation improvements benefiting more than 20,000 residents.
The project has already reached 75% completion and is preparing to enter its next phase. Tendering for upcoming contracts is expected to commence in November 2025, marking a significant milestone toward full implementation.
The Lowlands Water Development Project is a cornerstone of Lesotho’s broader efforts to improve public health, promote economic development, and enhance quality of life through reliable water access. By delivering safe water to urban and rural communities alike, the initiative addresses both immediate needs and long-term sustainability.
With strengthened financial backing and robust collaboration between national authorities and international partners, Lesotho is on course to achieve a water-secure future—ensuring that all Basotho can enjoy clean water without financial burden.
