Lesotho Advances Community Safety and Digital Policing Through Landmark Peacebuilding Initiative

A major milestone has been reached in advancing community safety and peacebuilding in Lesotho through a coordinated national and international partnership. The Government of Lesotho, working through the Lesotho Mounted Police Service, has joined forces with the United Nations Development Programme, the Office of the United Nations High Commissioner for Human Rights, and UN Women to launch strategic frameworks and digital tools aimed at improving public safety. This initiative focuses on strengthening community policing systems, improving trust between citizens and law enforcement, and reducing violence across the country. It also reflects a broader commitment to peacebuilding supported by the United Nations Peacebuilding Fund. The launch marks a turning point in how policing and community engagement are structured in Lesotho.

The initiative introduced several key strategic documents and tools that will guide the future of policing and digital transformation within the country. These include the LMPS Five-Year Organisational Strategic Plan and the Community Policing Unit Strategic Plan, both designed to improve efficiency and accountability in law enforcement operations. A Digital Transformation Policy and Strategy was also launched to guide the integration of modern technology into policing systems. In addition, the ICT Enablement Initiative provides critical infrastructure, including 30 desktop computers, 65 tablets, 2 servers, and 3 laptops. These tools will support system upgrades, data management, and continuous operational improvement within the police service.

A central highlight of the initiative is the introduction of the Lehokela App, a digital platform designed to improve communication between communities and law enforcement. The app was co-developed by the Lesotho Mounted Police Service, United Nations Development Programme, the National University of Lesotho, and Econet Telecom Lesotho. It allows community members and Community Policing Committees to report incidents of violence and crime in real time. This improves response times and strengthens coordination between police officers and local communities. The system is designed to make reporting more accessible, efficient, and transparent.

The digital platform also supports broader goals of human rights protection and inclusive governance. By enabling faster reporting and response, it helps reduce delays that often affect traditional policing systems. It also strengthens the role of Community Policing Committees, giving them practical tools to engage with law enforcement. Women and youth are specifically empowered through this system, ensuring their participation in safety and decision-making structures. The initiative addresses not only crime response but also the underlying causes of violence through stronger community relationships.

This milestone represents a shift toward a more modern, technology-driven approach to public safety in Lesotho. It combines strategic planning, digital innovation, and international cooperation to build a more responsive policing system. The partnership between government institutions and international organizations strengthens both technical capacity and community trust. It also ensures that reforms are aligned with human rights standards and sustainable development goals. Through these efforts, Lesotho is building safer, more inclusive, and more resilient communities supported by strong institutions and digital innovation.
