Ministry of Education and Training Seeks Funding to Address Vacancies, Curriculum Reform and Resource Shortages

The Ministry of Education and Training has highlighted critical challenges that require immediate attention, including vacant positions, curriculum reform, and shortages of free primary materials. Minister Prof. Ntoi Rapapa presented a request for M3,319,070,694 to the Committee of Supply in the National Assembly, stressing that these funds are essential to improve educational outcomes nationwide. Prof. Rapapa explained that the Ministry currently faces gaps in curriculum development, school inspection, and other specialized roles, which affect the quality and oversight of education. He noted that of the 26 free primary items intended for learners, only five are currently available, leaving a shortfall of 21 items valued at M21 million. The funding request also includes resources to fully implement the national curriculum reform, which has been piloted but requires M40 million for nationwide application.

Prof. Rapapa emphasized that the Ministry plans to strengthen Early Childhood Care and Development (ECCD) by employing 267 teachers, reflecting a commitment to laying a strong educational foundation for young learners. The Minister further indicated that a review of secondary school fees is necessary, noting that the Ministry spends M800 million annually on secondary teacher salaries. These investments aim to improve access, quality, and equity in education while addressing gaps that affect both learners and educators. Prof. Rapapa also highlighted the need to enhance Information Communications Technology infrastructure in schools, including the installation of Wi-Fi and internet services, to ensure that students and teachers can keep pace with evolving technological demands.

Support for the funding request was voiced by the Leader of Opposition, Mr. Mathibeli Mokhothu, who underscored the importance of free secondary education in line with the National Strategic Development Plan. He stressed that access to educational materials must be guaranteed for all primary school learners, as complaints have emerged regarding shortages of free items. Mr. Mokhothu further emphasized the need to increase the mountain allowance for teachers from M1,000 to M2,000 to offset the high cost of living, including transportation, communication, and heating expenses during winter. The opposition’s support highlights recognition across political lines that investing in education is critical for national development and social equity.

Concerns regarding human resources in education were reinforced by Mount Moorosi MP, Mr. Thuso Mosetlelo, who noted the shortage of school inspectors and outstanding arrears for some teachers. He stressed that these gaps must be addressed within the budget to ensure effective monitoring and support of schools. By filling vacant positions, the Ministry can strengthen oversight, improve teaching quality, and support curriculum implementation. The combination of adequate staffing, proper educational materials, and technological resources is essential to meet both national educational standards and the expectations of communities across Lesotho.

The funding request forms part of the Ministry’s annual financial estimates and reflects a broader strategy to modernize education, ensure equitable access, and improve learning outcomes at all levels. By addressing vacant positions, providing full curriculum reform, and supplying essential learning materials, the Ministry aims to strengthen the education system while preparing students for future academic and professional success. Investment in technology, teacher support, and ECCD will complement these efforts, creating an integrated approach to educational development. With strong political and institutional support, these initiatives have the potential to significantly enhance the quality and accessibility of education in Lesotho.
