Lesotho Strengthens Global Leadership by Participating in the Third United Nations Ocean Conference

The Government of the Kingdom of Lesotho is proudly represented at the Third United Nations Conference on Oceans and the Law of the Sea (UNOC3) by a high-level delegation led by the Honorable Deputy Prime Minister, Justice Nthomeng Majara. The delegation attends the conference in Nice, France, from 9 to 13 June 2025, on behalf of the Right Honorable Prime Minister. This pivotal conference centers on the implementation of Sustainable Development Goal 14, “Life Below Water,” under the compelling theme: “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean.”

During the conference, on 9 June 2025, the Honorable Deputy Prime Minister Justice Majara signed the Agreement on the United Nations Convention on the Law of the Sea concerning the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement). By endorsing this landmark agreement, Lesotho reaffirms its commitment to environmental stewardship and sustainable development priorities. Although a landlocked country, Lesotho’s proactive stance signals its dedication to global equity and sustainability, advocating strongly for small, landlocked, and climate-vulnerable states in critical international environmental discussions.

Signing the BBNJ Agreement aligns closely with Lesotho’s climate resilience strategies and the protection of the world’s oceans, an essential global commons. This commitment not only protects vital ecosystems but also enhances Lesotho’s reputation as a responsible and progressive member of the international community, championing sustainable practices beyond its borders.

On 10 June 2025, the Deputy Prime Minister delivered a powerful national statement reiterating Lesotho’s pledge to actively participate in global efforts aimed at conserving and sustainably using ocean resources. This statement reinforced the country’s resolve to contribute meaningfully to international cooperation on ocean health despite its geographic limitations.

Lesotho’s participation in UNOC3 significantly elevates its visibility on the global stage. Being part of such high-profile forums opens doors for potential investments, promotes tourism, and positions Lesotho as a forward-thinking nation ready to engage in solving pressing global challenges. The visibility gained through active engagement showcases Lesotho’s dedication to sustainable development and responsible environmental governance.

Moreover, Lesotho’s involvement in the conference provides an invaluable platform for knowledge exchange and capacity building for its professionals. The opportunity to forge and strengthen international partnerships through this engagement promises long-term benefits, supporting the country’s sustainable development goals and environmental priorities.

In sum, Lesotho’s presence and leadership at the Third United Nations Ocean Conference underscore its commitment to global environmental governance and sustainable development. By championing the BBNJ Agreement and actively participating in UNOC3, Lesotho demonstrates that even landlocked nations have a vital role to play in protecting our planet’s oceans and advancing global sustainability efforts.
