Lesotho Advances Civil Aviation Sector at 42nd ICAO Assembly

The Kingdom of Lesotho, through the Ministry of Public Works and Transport, participated in the 42nd International Civil Aviation Organization (ICAO) Assembly held in Montreal, Canada, from 23 September to 3 October 2025. The Assembly brought together member states to discuss global civil aviation priorities and promote safe, efficient, and sustainable air transport.

During the Assembly, Lesotho and ICAO held a bilateral meeting to strengthen collaboration and modernize Lesotho’s civil aviation sector. Discussions focused on upgrading aviation infrastructure, enhancing regulatory frameworks, building professional capacity, and preparing for the upcoming ICAO Safety Audit.

A landmark Management Services Agreement (MSA) was signed on 2 October 2025 by Mrs. Ts’epang Koele, Principal Secretary for Public Works and Transport, and Mr. Juan Carlos Salazar, ICAO Secretary General. The agreement marks a significant milestone in Lesotho’s aviation development, reflecting the government’s commitment to improving safety, efficiency, and international credibility in the sector.

The Lesotho delegation included Hon. Matjato Moteane, Minister of Public Works and Transport, Dr. Malehlanye Ralejoe, High Commissioner to Canada, Ms. ‘Nopi Linkonyane, and Captain Donald Moloi.

The partnership with ICAO sets the stage for tangible improvements in Lesotho’s air transport systems. It also signals the start of long-term modernization efforts aimed at aligning the country’s aviation industry with international standards.
