MEDIA STATEMENT IN RELATION TO A PENALTY ISSUED TO VODACOM LESOTHO

Lesotho Communications Authority has issued a penalty on one of its licensees, Vodacom Lesotho, for defaulting on its obligation to pay regulatory fees as they fell due and payable on or by 1 July 2019. The Lesotho Communications Authority (Licensing Classification and Fees) Rules 2018 prescribe on clear terms that the Authority shall impose penalties for non-payment of regulatory fees and prescribes how these penalties shall be imposed.
1. It is the mandate of the Authority to regulate the communications sector and it is duty-bound to take all necessary action to achieve this mandate;
2. It is the function of the Authority to implement all applicable legislation in its regulatory functions, without fear or favour, to all its licensees both big and small;
3. It is the duty of the Authority to ensure that the records of communications services provided to the Authority or members of the public are authentic, accurate and consistent with the requirements of applicable legislation.
4. Where licenses deliberately ignore or are not prepared to comply with laws of Lesotho, the necessary action will be taken to ensure compliance.
